Earthworks for Kediri Airport and an adjacent development

In the early days of the Covid-19 pandemic, on 15th April 2020, officials from the Indonesian government and the East Java province attended a virtual groundbreaking ceremony for a new airport in the Kediri regency. The event marked the official start of construction works that had actually begun three months earlier in January when heavy machines were levelling soil, following several delays that were partly caused by some affected residents refusing to release their land for the project due to unpaid compensation. Fewer than 20 families, in the villages of Bedreck and Bulusari, remained in the area. A villager told The Jakarta Post “If we accept the price, we won’t be able to buy land and build a house of similar value to what we have now”. She said none of the villagers wished to hamper development of the airport, they simply wanted fair compensation. The Kediri administration said that only 0.6 per cent of the 400 hectares of land required to build the airport had not been acquired.

The Kediri Airport project (also referred to as Dhoho Airport) was approved in 2018. The first of the satellite images above shows the airport site area in April 2018, consisting of villages and farmland. The second image shows the same area in June 2020 after earthworks had levelled large areas of land. The third satellite image is from November 2020, by which time earthworks had progressed and impacted upon a larger area, transforming the landscape from verdant green to a pale expanse of crushed and compacted rock. Adjoining this area, extending to the southwest, additional earthworks and construction of roads can be seen. This airport-adjacent development is shown in the fourth and final image in the slideshow, a graphic of the Kediri Master Plan visualising a future tourism and residential complex in this area. Produced by ARKDESIGN Architects and Planners, the ‘MASTER DEVELOPMENT PLAN, PLANTATION RESORT & RESIDENCES’ shows two commercial development areas, a warehouse, utility complex and parking adjoining the airport terminal and cargo buildings. Extending to the southwest is an area allocated for hotels, residences and various tourism facilities including five lakes. Progress of construction of the one of these artificial lakes, near the centre of the planned development, can be seen in the satellite images. The graphic indicates proximity to Mount Wilis, a solitary volcanic massif amidst the surrounding low-lying plains. The route of a future toll road is shown extending from the southeast of the project site, between the airport and the adjacent development.

Controversy over land acquisition for Kediri Airport dates back to 2017, when residents, aware of large-scale land acquisition, questioned whether it was a government or private project. In March 2019 residents of one of the affected villages, Jatirejo, hung dozens of banners along village roads, stating their refusal to accept the prices offered by land buyers for agricultural land, that they said were too low. In October 2019 37 head of family residents of Bedrek Selatan hamlet, Grogol village, had not released their land for the airport project as they had not agreed compensation. The airport plan had caused the price of land around the project site to soar. Land prices had also gone up in Bulusari village where some residents were confused over where to relocate to. Some who had received compensation were experiencing difficulties in finding places to relocate to because of soaring land prices. A shift in the location of the airport runway had required acquisition of additional land, leaving residents with difficulties finding land to relocate to. In January 2020 45 residents of Grogol village rejected land acquisition, protesting over a drop in the compensation offer that would only be sufficient for them to buy land in far away suburbs. Residents’ coordinator said they were being pressured to give up their land for the airport. In February 2020, just two months before the groundbreaking ceremony, some residents had still not agreed to the compensation offers for land acquisition. Ten families were refusing eviction because, while the price of land in their village had dropped drastically, the price of land in new locations where they might settle had risen; they faced the prospect of a huge loss. A resident of Bedrek spoke of repeated visits by land buyers over several months and being pressured to accept the price offered for land.

At the time of writing some residents are still unwilling to leave their homes and suffer the impacts of airport construction works. Several villages – Tarokan, Tiron, Bangkan, Jatirejo and Grogol – have been demolished for the airport project and most of the inhabitants had left. Tugiyem, one of few villagers remaining in Mbandrek Selatan, spoke in the midst of swirling dust and roaring engines of construction vehicles, staring at a pile of dredged rocks. She had lived there since the 1960s and used to work gazing livestock, but her animals were left dying as the construction company had fenced off the land and she could not reach them. A metal fence erected on one side of Grogol, ostensibly to deter trespassing and reduce pollution from construction works, limits residents’ access to their village. One of the main roads connecting Grogol village has been blocked off to aid construction works. This had forced farmers taking their crops to the city to take longer routes and food stalls and shops near the road had to shut down. Within a month of closing access to the road four shops had gone bankrupt. Owners of surviving shops have to rely on custom from their neighbours, including Siti Anggirawan who was forced to close her textile shop. Waiting for customers outside her grocery store, Sri Katun said air quality in Grogol had deteriorated, “When a strong wind blows, construction dust drifts into the house. I often cough.” But she had no thoughts of giving up the land she had bought after years of saving up money, saying, “This house is witness to my ups and downs alongside my husband. We want to die on this land that has been part of our history.”

Earthworks for the airport project consisted of a cut and fill excavation up to 35 metres high. Rivers are being diverted away from the runway via two enormous box culverts, one 570 metres in length and the other 470 metres, made from reinforced concrete. A 3,300 metre runway is being built, to acommodate the largest world’s largest aircraft such as the Boeing 777 and Airbus A350. Construction of the airport proceeds even though plummetting air traffic since the start of the Covid-19 pandemic casts doubts on the feasibility of traffic predictions. And the projections for Kediri Airport, as reported in ACI World Airport Development News, Issue 4 2020, are ambitious. Upon completion of the first phase of construction, scheduled for April 2022, Kediri Airport is projected to handle 1.5 million passengers per annum, eventually rising to more than 10 million annually. A Transport Ministry offical said Kediri Airport would serve domestic flights for tourism, and might also be used for cargo related to possible future agricultural and industrial activity in East Java. Kediri Airport is the first in Indonesia to be fully funded by the private sector. Tobacco company Gudang Garam will spend up to USD732 million to acquire 457 hectares of land and a subsidiary, Surya Dhoho Investama, will oversee development of the airport.

Solidarity with residents resisting eviction for New Yogyakarta International Airport (NYIA)

GAAM has sent a letter in solidarity with residents resisting eviction for New Yogyakarta International Airport (NYIA) and their supporters, urging an end to state repression, intimidation and violence. Road access to the area was cut off in March making it difficult for residents to maintain their economic activities and there were many reports of police brutality injuring several people including elderly women. Land acquisition contravenes residents’ land rights and they have been sent warning letters pressurizing them to leave. Most recently, there was a disproportionate police response to violence by a small number of individuals at a MayDay protest. Many of the 69 people arrested were holding peaceful actions, and were denied their right to legal representation. GAAM sent letters to: President of Indonesia – Joko Widodo, Chief of National Police of Indonesia – Tito Karnavian, Governor of Yogyakarta – Sri Sultan Hamengkubuwono X, Kulon Progo Regent – Hasto Wardodo, President Director of state-owned airport operator Angkasa Pura Airports – Faik Fahmi, Founder and Chairman of GVK, the main investor – Dr. GVK Reddy and a number of Indonesian embassies.

Currently, about 300 residents are holding out in rejecting eviction from their homes and farmland for NYIA, now under construction near the south coast of Java. But there have been many evictions; resistance to land acquisition for NYIA, dates back to 2011 and has been marked by many instances of state repression and intimidation. The most serious occurrence was on 16th February 2016 when police and army overseeing boundary-making subjected residents who gathered to object to the exercise with a ‘violent and brutal attack’. The Asian Human Rights Commission condemned the excessive use of force; people were punched and kicked and some fainted after being choked.

More recently, support for the people resisting eviction for NYIA has come from Indonesia’s National Commission on Human Rights (Komnas HAM). The Commission has accused the government, along with state-owned airport operator Angkasa Pura 1 and the Yogyakarta police, of violating human rights in clearing land for the airport. In a letter the Commission says it suspects that land clearing that took place on 27th and 28th November 2017, marred with destruction of trees and art projects, and disruption of the electricity supply, violated people’s rights to ownership and prosperity. Komnas HAM called on Angkasa Pura 1 and the Kulon Progo police to avoid repressive action and intimidation, urging the airport operator to conduct open dialogue with all the affected residents and accommodate their complaints. There has also been practical support for the residents. After the electricity supply was cut off during the attempted forced eviction for NYIA in November, supporters donated solar panels.

Report – Kulon Progo farmers against airport and aerotropolis

A new report ‘Solidarity Calls for Kulon Progo Farmers against Airport and Airport City‘ about farmers’ resistance against eviction for New Yogyakarta International Airport (NYIA) gives many insights into one of Indonesia’s key land rights struggles. Opposition to the airport dates back to 2011. The site, on the south coast of Java, comprises six villages which, before eviction commenced, hosted 11,501 residents. Farmers worked for many generations to increase the fertility of the land, establishing successful farms and thriving communities. Eviction from farmland means many thousands of agricultural labourers also lose their livelihoods and excavation of coastal areas has destroyed fishing farmers’ ponds.

The megaproject was approved without the requisite Environmental Impact Assessment (EIA) even though there are serious ecological concerns, including the destruction of sand dunes which act as a bulwark protecting from coastal erosion and tsunamis and prevention salinization of groundwater. The report includes a map of the tsunami hazard area. Cultural heritage, such as the Glagah Stupa historical Buddhist site and Mount Lanang prayer monument, is also being obliterated.

The report is filled with striking photographs showing the progress of the airport and the resistance: bulldozers at work clearing land for the airport and the devastation that is left behind, evictions and protest actions including roadside banners, marches, blocking bulldozers, a road block and a hunger strike. Infographics show the projected development of NYIA not just as airport infrastructure but as an airport city, the affected areas of construction and inhabitants, and the food crops (approximately 450 tonnes annually per hectare including melons, eggplant and chilies) and livelihoods being displaced by the airport.

The airport project has divided the community. Many citizens have refused to sell their land for the airport, whilst some are willing to sell their land for compensation. Supporters of the airport worked to widen the social, economic and political rifts, facilitating the project. Resistance to land acquisition has met with state intimidation, repression and criminalization. Four farmers were imprisoned for four months. The report contains a chronology of violence against local residents resisting eviction and their supporters. Most recently, beginning on 28th November 2017, as another phase of eviction took place, police blocked road access to a group of residents’ homes, cut off their electricity supply, destroyed plants in their gardens and intimidated them. Police attacked a woman causing bruising on her neck and a number of citizens supporting the residents experienced violence at the hands of police, one person suffered a head injury and another suffered injuries from being dragged along the road.

An ‘airport city’ or aerotropolis – comprising shopping malls, offices, hotels, golf resort, tourism village, leisure town, industrial park and residential areas – is planned around the new airport, increasing the land area to 2,000 hectares and potentially leading to eviction of even more citizens. A new solidarity organization Paguyuban Warga Penolak Penggusuran Kulon Progo (PWPP-KP), has been formed to oppose the airport and airport city, allied with an organization of neighbouring farmers resisting sand mining, and supported by many citizens and environmental groups, including Jogja Darurat Agraria.

Resisting Kulon Progo Airport – inspirational artwork

Artwork galvanizes local campaigns, and bridges language barriers, forming a powerful tool for building international communication and solidarity. The resistance campaign against Kulon Progo Airport in Indonesia, also called New Yogyakarta International Airport (NYIA) offers some striking examples. Residents of six coastal villages have resisted eviction from their homes and farmland for the airport since 2011. The text on the poster on the right of the top row translates as ‘We strongly condemn destroyers of the healthy environment. We prosper without an airport and mining’, linking the campaign with the grassroots struggle against iron mining. Watermelons are depicted destroying a plane, because this is one of the key crops grown on the site earmarked for the airport, along with squash, eggplant (aubergine), peppers, rice and maize. The anti-eviction struggle intensified on 28th August. Without warning, construction equipment escorted by hundreds of police entered the site, displacing residents and destroying farmland. Citizens attempted to block the entry of the equipment, but were outnumbered by police.

An ‘airport city’  or ‘aerotropolis’ is planned around Kulon Progo Airport, threatening more evictions and the loss of more farmland. The poster on the bottom right brings together the Kulon Progo airport and aerotropolis resistance with the struggle against a similar megaproject, Kertajati Airport, that is already under construction 300 kilometers away near the northern coast of West Java. Kertajati Airport, also referred to as BIJB (Bandara Intenasional Jawa Barat), is the first phase of a major aerotropolis scheme on a 50 square kilometre site which is predominantly fertile agricultural land. Residents of ten villages have been evicted from their homes and productive farmland for Kertajati Airport and in 2016 residents of an eleventh village, Sukamulya, resisted a series attempts to measure their land for the project. Airport Expansion in Indonesia: tourism, land struggles, economic zones and aerotropolis projects

Indonesia cover mA new report Airport Expansion in Indonesia: tourism, land struggles, economic zones and aerotropolis projects has been published by the Third World Network (TWN) in partnership with GAAM. Airport expansion in Indonesia is closely intertwined with a government drive for massive tourism growth, and the 64-page report looks at 58 airports, operational, under construction and still in the planning stage.

New airports, and expansion of existing airports, frequently entails displacement of communities and loss of farmland and the report documents land rights struggles relating to 25 airport projects. Planners often hone in on forested land as an alternative to the use of agricultural land for airport projects.

Aviation expansion in Indonesia is integrated with other megparojects such as multi-lane highways and sea ports, and linked to new Special Economic Zones (SEZs). These areas are designated for industrial and tourism development, provided with surface transportation networks and other supportive infrastructure and lavished with tax breaks and other incentives. Several SEZs have been bestowed with long stretches of coastline boasting white sand beaches, natural assets that are a cornerstone of tourism.

There are many plans for aerotropolis-style development, including around two airports currently under construction in Java – Kulon Progo and Kertajati – in the face of vigorous and long standing resistance from communities being forced to leave their homes and productive agricultural land. A number of aerotropolis plans are integrated with development of tourist resorts that aspire to become aviation dependent destinations in their own right. The report accompanies GAAM’s digital map which features all the airports that are mentioned, integrating spatial information with text and images.

Since the report went to print plans for a new airport in the Seribu Islands (Thousand Islands) off the coast of Jakarta have been announced. This appears to be a scheme for tourism oriented aerotropolis style development as the Jakarta administration has stated that the winner of the tender will be permitted to build resorts near the airport, and will be provided with incentives.

Sukamulya villagers resist eviction for Kertajati airport and aerotropolis

An article about resistance to eviction from their homes and productive agricultural land for a new airport in Java, Indonesia, has been published by The Ecologist online magazine: Indonesia: Villagers resist eviction for 50 sq.km ‘aeropolis’ / Airport city on their land. Ten villages, and a vast area of farmland, have already been wiped from the map for Kertajati Airport, which is currently under construction. But Sukamulya village remains. Residents have sustained their resistance to displacement for the airport for over 12 years, since the project was first mooted in 2004. The Front Perjuangan Rakyat Sukamulya (FPRS) was formed to resist eviction for the airport.

Sukamulya villagers have blocked officials from measuring land for Kertajati Airport on many occasions. Starting in August 2016 a series of attempts to measure the land were successful blocked by residents. But on 17th November 2016, when people had gathered yet again to protect their farmland, 2,000 police rushed onto the fields to disperse them and enforce the land measurement. Twelve protesters were injured and the barbaric eviction attempt has been widely condemned by Indonesian human rights organizations and NGOs. Land rights and agrarian reform NGO Konsorsium Pembaruan Agraria (KPA) highlighted resistance against Kertajati Airport as one of Indonesia’s key land rights struggles.

If development of the project goes ahead as planned Kertajati Airport will be the starting point for an even larger development, an aerotropolis. An Aerocity adjoining the airport site is planned. In total, 50 square kilometres of land, predominantly productive farmland, has been earmarked for Kertajati aerotropolis: 1,800 hectares for the airport and 3,200 hectares for the Aerocity.

Mapping aviation expansion in Indonesia

Following extensive research GAAM has published a digital interactive map: Aviation expansion in Indonesia: tourism, land struggles, economic zones, and aerotropolis projects. The map includes 60 airports – operational, under construction and still at the proposal stage, plus two airport projects which were cancelled. The issue of land rights in particular is highlighted, documenting disputes and resistance against displacement relating to 25 airport projects. Two airports currently under construction in Java, Kertajati and Kulon Progo, are of particular concern because of human rights violations, including police brutality, against people resisting eviction from their homes and productive agricultural land. Aerotropolis development is planned adjoining both of these airports.

The digital map represents only a fraction of airport projects in Indonesia, which already has 237 operational airports with a government expansion drive aiming for 62 new airports within 15 years, bringing the total number to 299. Yet it demonstrates the exciting potential of online mapping for organizing, analyzing and presenting information. GAAM hopes to collaborate with other organizations in the development of online maps to develop a more comprehensive picture of aviation expansion and the impacts on affected communities, making the most of this wonderful technology to support our research, awareness raising and campaigning. The map was designed and produced by InTouch GIS using the Storymap app.

A forthcoming report, Aviation expansion in Indonesia: tourism, land struggles, economic zones, and aerotropolis projects, contextualizes the information in GAAM’s online map, examining the central role of aviation expansion in a government drive for tourism growth and the integration of several airport projects with other infrastructure such as road networks and ports, economic zones and aerotropolis developments. The report will be published by GAAM in partnership with the Third World Network (TWN).
